Job description

ADA is seeking an experienced consultant with expertise in refinancing mechanisms.

  • Position: Consultant – Refinancing Mechanisms
  • Contract duration: 20 days
  • Expected start date: November 2025
  • Application deadline: October 25, 2024

Project Background
Over the last 15 years, ADA has supported the development of Village Credit Schemes (VCS) in Lao PDR through several programmes. The VCS provide villagers access to affordable credit without the need for collateral, facilitating local economic development. The Savings and Credit Union Soumson Phatthana (SCU SP) was established to offer support to the VCS, but both face challenges related to financial sustainability.

Objectives of the consultancy
We are seeking a consultant to assess potential refinancing mechanisms that can support the long-term sustainability of the SCU SP and VCS. The consultant will:

  • Identify and engage with financial institutions in Lao PDR to explore refinancing options.
  • Assess the financial, legal, and operational feasibility of identified mechanisms.
  • Develop a roadmap for implementing refinancing solutions.
  • Provide hands-on support during the initial phases of implementation.

Key responsibilities

  • Engage with relevant stakeholders including banks, MFIs, and donors.
  • Develop strategic guidance on refinancing mechanisms.
  • Assist in drafting agreements and capacity-building initiatives.
  • Document the process and compile a final report outlining future actions.

Deliverables

  • A comprehensive work plan.
  • Interim report on the feasibility of identified refinancing mechanisms.
  • Roadmap with detailed steps, timelines, and resource allocations.
  • Contracts and legal agreements.
  • Final report summarising the consultancy outcomes and recommendations.

Qualifications

  • Expertise in refinancing mechanisms, particularly in the context of microfinance institutions.
  • Proven experience working in Lao PDR or similar contexts.
  • Strong knowledge of the local financial inclusion landscape.
  • Ability to conduct feasibility studies and develop strategic partnerships.
