Moon & ANKA create MOOKA raising €20m for universal access to energy in Madagascar
Antananarivo, 23 April 2025 – Moon and ARE Member ANKA announced the official creation of MOOKA, a strategic joint venture that aims to achieve universal access to energy in Madagascar through an innovative ‘Energy-as-a-Service’ (EaaS) model. The announcement was made at the GEM-MEDEF International Economic Forum, held under the theme ‘For new partnerships between Madagascar and France’. The partnership was signed in the presence of Olivier Jean-Baptiste, Madagascar’s Minister of Energy and Hydrocarbons, and Manambahoaka Valéry Fitzgerald Ramonjavelo, Madagascar’s Minister of Transport and Meteorology.
MOOKA’s main objectives will be:
- Mobilising €20 million in funding
- Connecting 100,000 households with Moon solar kits operated in Energy-as-a-service in synergy with mini-grid infrastructures
- Deploying 10,000 Sunna Design solar streetlights in targeted localities

This partnership combines Moon’s technology with ANKA’s expertise in the field. Together, we have the means to go to scale, in a sustainable way, with a concrete impact for rural populations.”
Solid foundations for large-scale deployment
The partnership is based on a successful pilot project in the Atsimo Andrefana region in the south of the country, financed by the OMDF/DECIM Fund and initiated by the Malagasy government with support from the World Bank, followed in February 2025 by an EEP Africa grant (with support from the Nordic Development Fund) enabling a further 5,000 connections. The new capital raised will consolidate this initial success, and further public and private funding is currently being mobilised.

The Malagasy government’s objective in terms of access to energy and the energy transition is an ambitious one: MOOKA provides a concrete and sustainable response to this.”
